The Global Infrastructure Facility (GIF) is a partnership program initiated by the World Bank Group (WBG) to increase the pipeline of commercially viable infrastructure projects across the developing world through support for the preparation, design, transaction and financial structuring of complex PPPs.


The GIF Management Unit is responsible for operating the facility, assessing the technical support needs of individual projects, deciding on the allocation of the resources of the GIF, and functioning as a coordinating body as projects are identified for inclusion in the pipeline and move toward the technical support and financing phases. The Facility is managed by a small number of dedicated, technical staff to coordinate with partners and facilitate the development of the platform.


As a Financial Intermediary Fund (FIF) the GIF does not lead the implementation of projects but instead utilizes the staff of its Technical Partners (including the World Bank, IFC and other multilateral development banks) to lead project implementation. The assignation of those responsibilities includes the leadership of tasks related to project preparation, transaction support, structuring and arranging of financing and enhancements.


The GIF also coordinates a group of Advisory Partners, which includes private sector investors and financiers with whom the GIF collaborates to ensure that well-structured and bankable infrastructure projects are brought to market and ultimately financed.


The GIF is housed within the WBG’s Public-Private Partnerships Cross-Cutting Solutions Area (PPP-CCSA) in the Sustainable Development Global Practice Vice Presidency and has a dotted reporting line to the Managing Director/CFO of the World Bank Group. The PPP-CCSA is one of four Cross-Cutting Solutions Areas in the Bank that foster solutions for multi-sectoral, highly-strategic priority development areas. The CCSAs complement the work of the Global Practices (GPs) in delivering lending and advice to WBG clients. Through the CCSAs, the WBG works towards IDA commitments and other corporate targets while providing expert support on high-value, complex projects.
