Under direction, develops and implements workforce initiatives associated with CTA's capital construction projects to maximize employment and workforce development opportunities. Serves as subject matter expert in Workforce Planning and Labor matters and identifies opportunities to improve economic opportunities on CTA Projects, designs strategies to maximize those opportunities, and works with partners to align workforce programming and funding with those strategies. Primary duties and Responsibilities Manages high priority projects in support of developing and implementing workforce initiatives associated with the Authority's capital construction projects to maximize employment and workforce development opportunities. Leads overall project definition, solution identification, and implementation. Establishes measures to determine the success of projects and ensures that all targets and requirements are met. Reports project status and issues to the department head, other relevant departments, oversight committees, and senior management, as appropriate. Serves as liaison with public and private partners, sometimes leading collaborations, to develop and implement initiatives to improve workforce development systems related to opportunities on CTA's capital projects. Identifies, tracks, and analyzes performance metrics to identify areas of improvement. Provides ongoing oversight and support to ensure that measures are being used to effectively manage workforce initiatives, identify and manage risks, and effect institutional change. Develops and implements analytic tools to identify and prioritize strategies for improving economic opportunities for job seekers on CTA's capital projects. Partners with senior leadership to identify, develop, communicate, and implement strategies, policies and programs for the workforce program. Oversees the procurement and management of service providers and consultants that perform work related to the workforce initiatives. Develops and provides reporting relative to Workforce Centers, Community Agencies, and other partners or consultants. Researches and maintains information on industry best practices, innovations, and emerging business models. Performs related duties as assigned. Qualifications EDUCATION/EXPERIENCE REQUIREMENTS Bachelor's degree in Liberal Arts, Social Service, Business Administration, Management, Public Policy, or a related field, plus five (5) years of experience in workforce development, or an equivalent combination of education and experience relating to this position. PHYSICAL REQUIREMENTS Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards. Requires travel to various offsite locations to make presentations, attend meetings, etc. KNOWLEDGE, SKILLS, AND ABILITIES Working knowledge in crafting creative solutions and articulating complex issues concisely. Working knowledge of the principles and methods of project management. Strong leadership skills and strategic ability to formulate and drive a high-profile and agency-wide program. Working knowledge in the practices and methods in business development, partnership and business alliance cultivation, contract negotiation, and contract compliance monitoring. Strong written and oral communication skills including presentation experience to large and diverse audiences. Strong people skills with the ability to interact at all levels within the organization. Ability to gather, analyze, and evaluate facts and to prepare and present concise oral and written reports. Ability to establish and retain effective working relationships both internally and externally. Strong leadership skills. Ability to initiate and manage multiple tasks and projects as necessary. Ability to be a self-starter with demonstrated experience in fast-paced environment.
